Regulation
The Pennsylvania
Gaming Control Board is responsible for all aspects really of bringing
slot machines to Pennsylvania. Not an easy task for a state that has
never allowed slot machines before. They must take into consideration
every part of the slot machine industry, and be prepared no matter
what happens; which is why they have built themselves a lab.
It is quite
common for slot machines to go through a testing process such as a
gaming lab, and Las Vegas has some of the largest labs in the world.
Pennsylvania now has its own. The Gaming Board is using their lab to
“fool proof” the slot machines, and trying to see how the slot
machines respond to being played. They are filling them with money and
vouchers to see how they are responding, and to force the outcomes
that they need them to be having before they can be eligible for
play.
They need to
know that when a certain combination of reels hits that the jackpot
will pay out. They also need to make sure that going by the numbers;
they must pay out 85% of their winnings over a certain period of time.
Then they need to make sure that not only is all of this happening,
but it is happening in real time and everything is being reported
correctly to the board’s central system that will be regulating all of
the slot machines.
Then those
numbers are computed and tax revenue will be figured out, all within a
matter of hours. It is an amazing system, and none of the slot
machines can run, nor can casinos open until the system and the slot
machines are all working properly in conjunction with each other.
