Kwait Investigates Slot Machines

If you want to ensure that the people to own, run, transport, build, etc. the slot machines that you are bringing into your state, there is no better man to do it than David Kwait. Kwait is a thirty year veteran of the FBI whose previous specialization was organized crime and drugs. He joined the Pennsylvania Gaming Control Board in July 2005 – and is now heading up the investigations into everything involved in bringing slot machines to the state of Pennsylvania. 

He has already conducted more than 1,200 investigations into the applicants for the various licenses involving the slot machine business. Only twelve have been approved for manufacturers, and seventeen for suppliers. They say they haven’t actually rejected anyone yet, but several have withdrawn their applications. His team is as tough as he is – it is made up of former FBI, IRS, state police, and local police departments. They have accountants and those with experience in large gaming such as Las Vegas or Atlantic City. 

Their group goes everywhere in search of facts on the applicants. They may need to go to Australia, or Las Vegas, etc. and the applicants are footing the bill for all of the investigative trips as well. They get a detailed bill of what everything is for – the investigators aren’t fooling around and they want the companies to know it. 

Susan Hensel, Director of the PGCB’s Bureau of Licensing sends the information to Kwait, who takes it over from there. "It is a privilege to hold a license," Hensel said. "We need to know everything."
