PAP Security Printing, Inc., has won the right to distribute IGT‘s slot machines. The company is one of several “middlemen” in Pennsylvania that has been given license to buy and distribute slot machines within the state. International Gaming Technologies, IGT, is America’s larges slot machine manufacturer, so this really is the jewel in the crown for the company. 

The company is a minority owned company, and by winning this coup, has placed themselves in a hard won position, and a lucrative one at that. Pennsylvania’s law forbids the casinos from purchasing slot machines outright, and therefore they must go through companies such as PAP in order to get the slots. By PAP getting the rights to IGT‘s slot machine games, they have set themselves up nicely in the future.  

With this victory, Mr. Robinson, the owner and operator of PAP, has won for himself as well as the proponents of the middleman slot machine law. Opponents wanted to do away with it as they saw it as a way for politicians to make more money. However, as Mr. Robinson has proved, the proponents were right – they wanted the slot machine law so that the everyman could benefit from the casinos – especially the minorities – and that is just what has happened.
